If you hold a Long Term Visit Pass (LTVP) in Singapore and you want to work here, you need a PLOC before you start looking for a job. Many LTVP holders do not know about this. They either miss applying for it or apply too late. This guide tells you exactly what PLOC is, who can get it, how to apply, and what to do after you get it.
PLOC stands for Pre-Approved Letter of Consent. It is a work authorisation issued by Singapore’s Ministry of Manpower (MOM). It allows certain LTVP and LTVP+ holders to look for work and take up employment in Singapore freely — without needing a job offer first.
The key word here is pre-approved. You get the approval before you even find a job. This gives you the freedom to go job hunting in Singapore without any restrictions.
Many people confuse PLOC with LOC. They are two different things.

If you are eligible for PLOC, it is a much better option than LOC because you are not tied to one employer before you even start.
PLOC is not for every LTVP holder. Only two groups of people can apply:
Group 1 — Spouses
You are the spouse of a Singapore citizen or Singapore Permanent Resident (PR) and you hold an LTVP or LTVP+.
Group 2 — Children
You are an unmarried child below 21 years old of a Singapore citizen or PR and you hold an LTVP or LTVP+.
If you do not fall into either of these two groups, you are not eligible for PLOC. In that case, you can still work in Singapore but you will need to go through the LOC route — which means you need a job offer first and your employer applies for LOC on your behalf.
This is very important. You can only apply for PLOC at one specific time — when you are applying for your LTVP or LTVP+ with ICA, or when you are renewing it.
During the LTVP application or renewal on ICA’s online portal, there will be an option to apply for PLOC. You need to select yes at that point.
If you miss this option, you still have a small window. Contact ICA directly after two days of receiving your LTVP card and request the PLOC option. But do not leave it too long.
You cannot walk into MOM and apply for PLOC separately. It only comes through ICA during the LTVP process.
Step 1 — Log in to ICA’s online portal
Go to ICA’s e-Service portal and log in using your Singpass. If you do not have a Singpass, your Singapore citizen or PR sponsor can log in and make the application on your behalf.
Step 2 — Start your LTVP application or renewal
Fill in all the required details and upload your supporting documents.
Step 3 — Select the PLOC option
During the application, ICA will ask if you want to apply for Pre-Approved Letter of Consent. Select yes.
Step 4 — Submit and wait
Submit your LTVP application. Once ICA approves your LTVP, MOM will process your PLOC separately.
Step 5 — Receive your PLOC e-notification
MOM will send you a PLOC e-notification by email or post within one week after ICA issues your LTVP. This e-notification is your PLOC approval document. Keep it safe.
After ICA issues your LTVP and MOM processes your PLOC, you will receive a PLOC e-notification. This is simply an official message from MOM telling you that your PLOC has been approved.
You will need to show this e-notification to your employer when you find a job. Do not delete or lose it.
If you switched from a work pass to LTVP, MOM sends the PLOC e-notification within one week of your work pass being cancelled — but only if you opted in for PLOC with ICA.
Your PLOC validity matches your LTVP validity. If your LTVP is valid for 3 years, your PLOC is valid for 3 years too.
When you renew your LTVP, you can renew your PLOC at the same time by selecting the PLOC option again during the renewal process.

Getting PLOC does not mean you can start working immediately. There is one more step.
Once you find a job and your employer wants to hire you, your employer must notify MOM before you start working. This is a legal requirement. You cannot begin work until MOM has been notified.
Here is what needs to happen before you start:
When you leave a job, your employer must also notify MOM within 7 days of your last working day.
Yes. This is one of the biggest advantages of PLOC.
Your PLOC is tied to you as a person — not to a specific employer. So if you want to change jobs, you do not need to reapply for PLOC. Just show your new employer your PLOC e-notification and LTVP card. Your new employer then notifies MOM before you start.
With a regular LOC, things are more complicated. LOC is tied to a specific employer, so changing jobs means starting the whole process again. PLOC removes that problem.
PLOC gives you a lot of freedom to find work in Singapore. However, there are certain jobs that PLOC holders cannot do:
If you want to work in any of these areas, your employer will need to apply for a regular Letter of Consent (LOC) for you through MOM instead.
ICA-certified translators for document, legal, and certified translations
If you are not approved for PLOC, you can still work in Singapore. You will need to find a job first and then ask your employer to apply for a Letter of Consent (LOC) on your behalf through MOM. LOC requires a confirmed job offer, so the process is different, but it still allows you to work legally in Singapore.
Since PLOC is applied through the LTVP process, your LTVP documents need to be in order. ICA only accepts documents in English.
If your marriage certificate, birth certificate, or any other supporting document is in another language — Malay, Chinese, Indonesian, Tamil, Vietnamese, Tagalog, or anything else — you need to get it translated into English before submitting your LTVP application.
A missing or untranslated document will delay your LTVP — and that means your PLOC also gets delayed.

Contact ICA directly after two days of receiving your LTVP card. There is a short window where you can still request the PLOC option. Do not wait — reach out to ICA as soon as you realise you missed it.
This happens when your employer tries to notify MOM without the correct details. Make sure your employer has both your PLOC e-notification and your valid LTVP card in hand before making the MOM notification. If the issue continues, contact MOM directly for guidance.
PLOC covers standard employment only. Freelance work or self-employment is generally not covered under PLOC. If you want to work independently, you would likely need a different type of authorisation. Check with MOM directly for your specific situation.
Unfortunately, there is no separate reapplication window within an active LTVP period. You can try again when you renew your LTVP. In the meantime, you can still work through the LOC route with a confirmed job offer from an employer.
Your LTVP is linked to your sponsor. If your sponsor’s status changes, your LTVP and PLOC may both be affected. ICA will notify you if any action is needed. It is best to contact ICA quickly if you know your sponsor’s status has changed.
No. PLOC is a separate document — the e-notification sent by MOM. Your physical LTVP card does not show any PLOC details. You need to carry both your LTVP card and your PLOC e-notification when presenting them to a new employer.
Yes, as long as your LTVP is still valid. PLOC validity matches your LTVP validity. When you re-enter Singapore on your valid LTVP, your PLOC remains active. Just make sure your LTVP has not expired.
Yes, it will cause a delay. ICA does not accept documents in languages other than English. You need to get your marriage certificate translated by a certified translator before submitting your LTVP application. Getting this done early means your application moves without any hold-ups.
