What is the Eligibility criteria to request for Right of Entry (ROE) Endorsement

Only those Singapore citizens get eligible to apply for the right of entry (ROE) endorsement who are less than 21 years of age and hold valid foreign passports.

What are the needed Documents?

You will require submitting the following documents in order to apply for the right of entry (ROE) endorsement and facilitate immigration clearance.

Requestor’s documents:

Complete Right of Entry (ROE) Endorsement Form

  • You will require submitting the complete Right of Entry (ROE) Endorsement Form. Ensure to read all the instructions given in the right of entry endorsement form and declare that the information that you provided in the form is correct.
  • You should sign the ROE form.

Requestor Singapore valid identity card: For children less than 16 years of age, the requestor will be either their parents or a proxy hired by the parents. Those children aged 16 and more can present themselves as a requestor.

If the requester’s role is done by proxy, then the letter of authorization should also be submitted.

Child’s documents:

Some of the child documents that need to be submitted to request right of entry endorsement are listed below:

  • Valid Singapore birth certificate, Singapore identity card, Singapore citizenship certificate of the child should be submitted.
  • A valid foreign passport of the child
  • Deed poll or religious certificate also needs to be submitted in case there is a change in the name of the child (ensure that the name of the child mentioned in the foreign passport should be the same as the name registered in the immigration and checkpoints Authority (ICA) records to issue the right of entry endorsement on the foreign passport. In case the child requesting the right of entry (ROE) endorsement holds a Singapore identity card, then it’s recommended to first approach to IC unit to change the name in the ICA records prior to issuing the right of entry.

The operating hours of the above ICA Centre are 8 AM to 4:30 PM on Monday to Fridays, and on Saturdays, it’s 8 AM to 12:30 PM. While visiting the center, remember these times.

You may be kept on the waiting list if you visit the center at the following times:

  • Mondays, Fridays, Saturdays
  • If you visit the center a day before or after the public holiday. Since all the ICA centers remain closed on public holidays.

Keep in mind, the application for a child less than 16 years of age to be filed by the parents or the proxy appointed by the parents.

Processing Time
