Most MOM files need only card 1. Card 2 is for when the same paper must also go to ICA or an embassy. Card 3 is for Employment Pass candidates with a qualification from China. Applying for a Dependant's Pass, S Pass or Work Permit? You only need card 1.

Employment Pass and S Pass
Degree, diploma and transcript: academic certificate translation. CSSD or CSCSE verification report, if MOM asks for an English translation. Deed poll or name change papers, if your name differs from your passport: name change certificate translation. Professional licences and registration letters (for example, a nursing licence).
Dependant's Pass and MOM's LTVP
Marriage certificate: marriage certificate translation. Child's birth certificate naming the parents: birth certificate translation (Chinese: Chinese birth certificate translation). Adoption order: adoption document translation. Custody court order and the other parent's letter of no objection (for a stepchild). Doctor's letter or report (for a child with a disability aged 21 or above): medical translation. Vaccination records for a foreign-born child aged 12 or below.
Work Permit: Approval to Marry a Singaporean or PR
Certificate of highest qualification. Payslips: payslip translation. Divorce certificate or a late spouse's death certificate: divorce certificate translation, death certificate translation. Child's birth certificate, if you have a child together.

Worked example: a typical EP + DP family set (Chinese to English, certified for MOM). Graduation certificate (毕业证书), 1 page: S$40. Degree certificate (学位证书), 1 page: S$40. Marriage certificate (结婚证), 2 pages: S$80. Child's birth certificate (出生医学证明), 1 page: S$40. Total, certified, 5 pages: S$200, ready in 24 to 48 hours. The CSSD verification report is not in the total, because CSSD issues an English version. If MOM asks for our translation of it, add S$40 a page. Does MOM accept a certified translation, or must it be notarised?
A certified translation is enough. MOM says that for non-English documents you upload the original with an English translation as 1 file, and that the translation can be done by a translation service provider. MOM does not ask for a notary. A self-made or machine translation is not from a service provider. ICA is different: for PR, citizenship or ICA's LTVP, it wants an embassy or notary translation, or a private translation that is notarised.
How much does MOM document translation cost?
Certified translation starts at S$40 a page and takes 24 to 48 hours. Same-day translation adds S$20 a page. If ICA or an embassy also needs the paper notarised, it starts at S$202.20 for a 1-page document, and each extra page adds S$40. Send the scans and you get a fixed, itemised price within the hour.
Do I need SAL authentication or an apostille for MOM?
No. MOM does not need a notary, so it does not need SAL either. SAL only comes in when a Singapore notary signs a document, for example for ICA or an embassy. Then SAL must authenticate it with an apostille, and the S$87.20 fee is in our notarised price.

Do I get a PDF and a paper copy? Do you need my original?
A clear scan is enough, and your original stays with you. You get one signed PDF with the original and the English translation merged, ready for the MOM upload. A paper copy is available on request. Notarised sets for ICA are signed on paper, and you also get a PDF of the full set.
My degree is from China. What verification does MOM need?
For a qualification from China, MOM accepts a report from CSSD (formerly CHSI): the Online Verification Report of Higher Education Qualification Certificate for a diploma, or of Higher Education Degree Certificate for a degree and above. MOM does not accept the Online Verification Report of Student Record (学籍在线验证报告), a notarised certificate or a school letter. Ask CSSD for the English version.
MOM asked for my CSCSE report in Chinese plus English. Can you translate it?
Yes. CSCSE verifies overseas degrees held by Chinese nationals. When MOM asks for the CSCSE report in the original Chinese with an English version from CSCSE or a translation by a translation service provider, we translate it. We keep the report number and verification code as printed, and merge the Chinese and English pages into 1 file.
Which documents does a Dependant's Pass need translated?
For a spouse, the marriage certificate. For a child under 21, the birth certificate that states the parents' names. For an adopted child, the adoption order. If any of these is not in English, MOM wants the original and an English translation uploaded together as 1 file. A certified translation is enough.
I am a Work Permit holder marrying a Singaporean. What needs translating?
MOM asks for your certificate of highest qualification, payslips and, if they apply, a divorce certificate, a late spouse's death certificate or a child's birth certificate. For non-English documents, MOM says you must submit a copy of the original and an English translation by a service provider. All files go in as a single file, such as a zip file.
The name on my certificate differs from my passport. What do I do?
MOM asks for an explanation letter and supporting documents, such as a deed poll, when names differ. We translate the name exactly as printed and can translate your deed poll or name change papers too. Send your passport page, so we use the same spelling for the parts that are yours to choose.
